Project Chromata comment

I ran into an issue with pip allocation automation - if left to its own devices, the allocation algorithm would get stuck at Amber. It would pour all pips into producing Amber, leaving the second tier dry, which meant that the other third tier colors wouldn't be produced, and the run could not progress. I also noticed that it wouldn't shut off production of White after the tank was full.

I think ideally an allocation AI wouldn't allocated pips to (1) tiers that haven't yet been completely unlocked and (2) colors that are full and have full downstream tanks.
