Needs a bit more power fantasy, especially if you're going to scale the levels to make your tools feel worse even though you're upgrading them.
Introducing new resources and requiring them for further upgrades is a good way to solve the 'player is getting too powerful' problem, but you aren't really making the player powerful either so it kinda just feels like more of a slog than it should.
