You can click any emoji at the bottom to select them and so long as you don't complete it, you can use them for grinding. Game would be so much better if the starting tool strength was 1 instead of 0.2. I enjoyed it somewhat, but it feels super unfinished with only 1/4th of your collected resources being useful.
